Beijing Dispatches Coast Guard Vessels to Diaoyu Islands Amid Tensions with Tokyo

China has deployed its coast guard through the waters of the Diaoyu islands and military drones past remote Japan's territory as China ramps up tensions over the Japanese prime minister’s comments regarding Taiwan.

Rights Enforcement Activities

This past Sunday, the Chinese coast guard announced that its vessels conducted a “lawful patrol operation” through the waters of the Senkaku, which are under the control of Tokyo but also claimed by Beijing.

“Chinese maritime patrol unit 1307 performed surveillance within the territorial waters of the Diaoyu islands. This was a legitimate rights enforcement activity undertaken by the Chinese maritime authorities to uphold its rights and interests,” officials declared.

Bilateral Tensions

China and Japan have consistently clashed around the disputed territory but the recent developments occur during an escalating political dispute after the Japan's leader, Sanae Takaichi, told parliament that if Beijing assaults the self-governing island of Taiwan it might provoke a military response from Japan.

That provoked a furious reaction from China, which has signalled it expects a withdrawal from the Japanese official.

Taiwan's Position

Beijing asserts Taiwan as its sovereign land and intends to annex it under what it describes as “reunification”. It has left open the military option. The island's administration and people categorically refuse the idea of Beijing's control – choosing to preserve the status quo without explicitly declaring themselves independent, but vowing to defend themselves if required.

An military assault by China would risk escalating into a international confrontation, potentially involving the United States and other partner nations including Japan, which has territory just 68 miles from the island.

Military Activity

In Taiwan, the military authorities said on Sunday morning that it had observed 30 Chinese military aircraft, seven navy ships and one “official” ship, which was probably the maritime patrol, active near the island over the previous day.

Official charts released showed up to multiple UAVs operating near the island and the Japan's territory off its north-east coast, appearing to go unusually near to the nearby Japanese island. PLA movements there are occasional, but uncommon, and Chinese military activity in Taiwan’s air defence identification zone generally has been minimal in the past month.

Late on Saturday, the defense officials said China had been carrying out another “combined military exercise” to “test our defensive capabilities”. It added the island had sent its own aircraft and ships to track the developments. Taiwan reports such Chinese patrols a few times monthly as part of what Taipei says is an ongoing military pressure campaign.

Diplomatic Pressure

Japan has been facing mounting pressure from China since the Japanese official made her remarks, with Beijing's diplomatic representative in Osaka triggering an official complaint from Japan by stating that “the dirty head that sticks itself out must be cut off”.

China then called in Japan's diplomat for the first occasion since 2023, and Beijing's military authorities stated that any Japanese intervention would be doomed to fail.

Travel and Education Advisory

On Friday, China advised its people to avoid visiting Japan, prompting Tokyo to urge Beijing to take “appropriate measures”, though it provided no details.

Three Chinese airlines said on Saturday that tickets to Japan could be refunded or changed for free.

Adding to the tensions, China’s government on the weekend urged its citizens to “carefully reconsider” studying in Japan, citing what it characterized as an volatile safety situation.

While the advice does not amount to a ban, a dramatic reduction in the population of learners from China could have a detrimental effect on academic institutions in Japan. A record 336,708 foreign nationals were enrolled in Japanese schools last year, according to official data. They included more than 123,000 Chinese students – by far the largest demographic.

Official Commentary

Late on Saturday, a Chinese state media editorial charged the Japanese official with performing a diplomatic maneuver that was “not just dangerously provocative but fundamentally perverse”.

“A conflict between Japan and China would not be a small-scale encounter; it would likely draw in other nations, including the US, and could quickly spiral into a major confrontation with unimaginable consequences.”

Strategic Positions

The administration in Taipei says the island's residents alone determine their destiny. Officials in Tokyo have previously avoided discussing the island openly when discussing such scenarios, maintaining a “strategic ambiguity” also favoured by Tokyo’s main security ally, the US.

However, Beijing's governing party says the incorporation of the island with the mainland China is “unavoidable”, and portrays dissent as provocative. As it moves towards being capable of military annexation, Beijing has also been increasing its political operations and its statements towards the island.
